ARTICLE I. NAME The name of this organization shall be the S.A.L.T. Council of the Barnstable Triad program (SALT. Council - Seniors and Law Enforcement Together), a joint venture of law enforcement, social services, and Barnstable senior citizens.The purpose of the S.A.L.T, Council shall be to further the goals and objectives of the Barnstable Triad program. The ultimate goal of the Barnstable Triad program is to create a realistic sense of security among the seniors in our town by instilling in them the knowledge of how to live safely in their homes and in their community.In order to meet its goals the S.A.L.T. Council shall;a. Identify crimes against seniors and take steps to reduce or removethem. b. Improve communication between seniors, public safety agencies, and senior support services. c. Monitor programs that have been initiated, and assist other agencies in the mission of Triad. d. Give seniors an active voice in the decisions that will affect the quality of their lives. a. The Council shall consist of 19 voting senior citizen members, plus non- voting agency advisors. b. Triad membership shall be open to all seniors, members of community organizations, and agencies concerned with the interests of seniors and senior affairs. a. Meetings of the S.A.L.T. Council shall be held once per month, with the exception of July and August, on a date to be determined by the Council. b. The Chairperson reserves the right to call special meetings. c. A quorum shall consist of 5 voting S.A.L.T. Council members.The officers of the S.A.L.T. Council shall be: a. CHAIRPERSON: The Chairperson shall preside at meetings, establish committees, appoint Chairpersons of committees and serve as ex-officio member to all committees and to the Barnstable County Triad. b. VICE CHAIRPERSON: The Vice Chairperson shall assume all duties and responsibilities of the Chairperson in the absence of the Chairperson. c. TREASURER: The Treasurer shall handle all monies, pay bills, and be accountable thereof. The Treasurer shall be responsible for preparing a financial report for presentation at each S.A.L.T. Council meeting.
d. SECRETARY: The Secretary shall take minutes of all meetings, including a list of attendees for presentation to the membership at the following meeting.e. COUNTY TRIAD LIAISON: The County Triad Liaison shall attend all meetings of the Barnstable County Triad as a representative of the Town of Barnstable S.A.L.T. Council, and should report back after each session. a. Committees shall be established by the Chairperson of the S.A.LT. Council pursuant to Article VI. paragraph (a). Committee chairpersons shall appoint committee members, except the nominating committee. b. The nominating committee shall consist of three members elected at the April meeting by the S.A.L.T. Council The nominating committee shall propose a slate of officers at the June meeting. S.A.L.T. Council members shall elect officers at the June meeting to serve a one-year term, assuming office in September. a. Amendments may be proposed by the Chairperson or upon petition of 30% of the current voting S.A.L.T. Council membership. Changes must be presented at a S.A.L.T. Council meeting & at least one month before such changes are voted on. b. Amendments or additions to the by-laws may be made by a two-thirds vote of S.A.L.T. Council members present and voting.
